Subject: Video quality question

This is NOT in any way intended to disparage the wonderful people who make video clips for us. (Thanks, folks!)
But I've noticed that a lot of the video clips that get posted are kind of dark. I think I heard once that some capture boards tend to do that. I was wondering if anybody knows of any editing tool that can lighten up those kinds of videos? I know photoshop (among other things) can lighten photos, so it's clearly not impossible to do, just a question of whether anybody's made a tool to do it for video and made it available.
It would really improve the quality on some of them. I might even do it myself on some of the posted ones, if there's a free tool - I've got all the computing power it could need; just no tool to do the job.
Just a thought.
